Why does consistent riser height matter so much?
People climb stairs without looking. After the first step your body memorizes the rise and repeats it. When one riser is even half an inch different from the others, the foot lands wrong, and that is where falls happen.
Getting risers consistent means measuring the total elevation change accurately and dividing it evenly before anything is built. It cannot be adjusted at the top by making the last step shorter, which is a shortcut you see on a lot of older step work.
This is also why we take the finished surfaces at both ends into account first. If you are also resurfacing the patio at the bottom or the lanai at the top, that changes the total rise, and the steps have to be planned around the final elevations rather than the current ones.

What is actually inside a set of paver steps?
A solid core carries the load. That is normally stacked segmental block or a poured structure, set on a compacted base that goes below the bottom step and is built up as the stairs climb. Pavers on the face and the tread are the finish, not the structure.
Steps built on loose fill or on uncompacted sand move, and when steps move the treads separate and the risers go out of alignment. That is the failure we get called about.
Treads are typically a larger format cap or a stone tread that overhangs the riser slightly. The overhang gives the step a defined shadow line and keeps water from running straight down the face.
How do you keep steps from becoming slippery?
Texture, drainage and finish. A tread that holds water is going to grow the same biological film that darkens a shaded lanai, and that film on a step is genuinely dangerous. Treads should shed water forward, not hold it flat.
Surface texture on the tread material matters more than on a flat field, and a very smooth polished stone tread is a poor choice outdoors in this climate. Tumbled or textured units perform better wet.

Can steps be built to match an existing patio or pool deck?
Yes, and it is usually the goal. We match the field paver on the tread or use a coordinated cap, and we pick a face treatment that reads as part of the same design rather than an addition.
Where a step connects two different surfaces, for example a travertine pool deck at the top and a concrete paver patio at the bottom, the step becomes the transition. We usually pick one of the two materials and carry it through so the change happens at a clean line.
If we are also cleaning and sealing the surrounding surfaces, the finished result matches in tone rather than showing the new work as obviously new.
What about handrails and code requirements?

We do the hardscape. Metal handrail fabrication and installation is a separate trade, and we will tell you when it is needed rather than leaving you to find out later.

Why do older steps in Sarasota settle or separate?
Water and a shallow base, in that order. Steps sit at a grade change, which is by definition where water is moving. If the base under the bottom step was not built deep enough or wide enough, runoff undermines it and the whole stack tips forward slightly.
You see the result as a widening joint between the top tread and the landing, or as a step that has separated from the wall beside it. Once that starts it accelerates, because the gap collects water.
The right repair is usually to take the steps apart, correct what is under them, and rebuild. Filling the gap with mortar or sand hides it for a season and then it reopens wider.
